Report: The potential and limitations of Impact Bonds

This report was developed by Emily Gustafsson-Wright, Sophie Gardiner and Vidya Putcha, from Global Economy and Development at Brookings, with the aim of providing an impartial and critical examination of the potential of Social Impact Bonds to address social problems.
“The Potential and Limitations of Impact Bonds: Lessons from the first five years of experience worldwide” provides the reader with definitions and concepts around the subject, an inventory of all active 38 SIBs, as well as a list of policy actions and legislation to support the impact bond ecosystem, an analysis of the stakeholder motivations and key facilitating factors, and much more.
This report is the outcome of an extensive process of interviews. The researchers have interviewed over 70 stakeholders who have been in some way involved in Social Impact Bonds.
It was under the scope of the first Portuguese Social Impact Bond that Laboratório de Investimento Social was contacted to share its experience, insights and view on the subject. Our team thanks the authors for the opportunity given and congratulates for the excellent work.
