Creation of the Social Investment Lab

The Social Investment Lab is a project supported by the Calouste Gulbenkian Foundation and IES – Social Business School, in partnership with Social Finance UK. Its aim is to be the primary reference in the area of social investment, through a focus on disseminating international best practices and innovative financial mechanisms and assessing their application to the Portuguese market.

Our first day of work was on the 7th of October, 2013. Since then, the Social Investment Lab’s vision is very clear: we believe in a social sector where organisations and social entrepreneurs have access to adequate forms of financing that support their efficiency, impact and growth.

2014

Launching event

The Social Investment Lab was publically launched on the 27th of February, 2014. The year of 2014 was focused on knowledge creation, internal organisation, market assessment and the establishment of partnerships. We believe that these are the foundations to catalysing the social investment market in Portugal.

The highest moments of the year

The first Advisory Board annual meeting took place on the 3rd of July, 2014. This meeting was crucial for the launching of the Portuguese Social Investment Taskforce, which also happened in July. After its launch, the European Commission also granted financial support to the Taskforce project.

On the 16th of December, “Portugal Social Innovation” was announced, representing a turning point for the social investment market in our country. Portugal Social Innovation is a wholesaler catalyst entity of social innovation and social investment in the country.

2015

1st Edition of SIB Research Programme

The SIB Research Programme started in January, 2015. This Programme supports Masters students that are interested in doing their thesis on Social Impact Bonds. The first edition’s students are supporting organisations in the following areas: education, children and youngsters in risk, youth employability and health.

The 1st Social Impact Bond in Portugal

On the 6th of February, the first Social Impact Bond was launched in Portugal, to finance a project on computer programing which will be delivered to 65 primary school students in Lisbon.

This project intends to improve the logical thinking skills and school performance of students in Portuguese and Mathematics. If the results are achieved, and validated by Nova School of Business and Economics, the Municipality of Lisbon will pay back the Calouste Gulbenkian Foundation (the investor) its initial investment. This pilot project aims to inform public policy in the field of education.

Final Recommendations from Portuguese Taskforce

In June 2015, the final report from the Portuguese Taskforce for Social Investment was launched, presenting five recommendations that should guide the development of the social investment ecossystem in Portugal.

As a result of this project, Portugal’s efforts were recognised and was invited by the G8 countries to participate in the Global Social Impact Investment Steering Group, a taskforce created to discuss this topic at a global scale.

2nd Edition of SIB Research Programme

Following the success of the first edition, a second edition was launched in September 2015, with three master students who will work the areas of recidivism, active aging and homelessness.
